Wijayadasa Rajapaksa, Minister of Justice says that the opinion of the Malwathu Asgiriya Maha Viharaya Maha Sangha is that the people should discuss whether to bring a new constitution after the 21st amendment or to make a major amendment to the constitution.
He said that this was also the view of the government and that it was important to pass the first proposed 21st Amendment to the Constitution.
Mr. Rajapaksa made this statement after a discussion with several monks of the Committee headed by the Deputy Secretary of the Malwathu Chapter, Ven. Pahamune Sumangala Thero.
Minister Wijayadasa Rajapaksa also said,
“The youth who are engaged in the people's struggle are gaining some victories. Through that a great transformation has taken place in the country. If a change is made beyond that, it will have to be done within Parliament within the framework of the Constitution. We hope to transfer a considerable amount of the powers of the President to Parliament through the 21st Amendment to the Constitution.
Although the 19th Amendment provided for this, the 20th Amendment abolished it. As a result there was a collapse of the regime.
Inferior people give birth to inferior offspring and, thus, propagate their inferiority. We hope that the 21st Amendment will once again protect that lost independence and address the strong demands of the people of the country.
I took over the ministry not to protect the President or the ministers, but to protect the people.
At this critical juncture I took responsibility on behalf of the people. Law enforcement agencies should be made independent.
Although several Tamil Nadu politicians have expressed their views on the recapture of Kachchativu Island, the decisions are being taken by the Central Government of India.
I am confident that the central government will not comply with such a decision. When appointing state ministers, it should be given to those who are suitable and not to those who ask. There are people who tried to push this country into an economic abyss. If they have committed fraud and corruption, the law will be strictly enforced.
Although commissions have been active in the recent past, they have not functioned independently. The Twentieth Amendment abolished both the Procurement and Audit Commissions. This means that corruption does not matter. Not only the ruler but also the ruler must obey the law.
I say then and today that Gotabhaya Rajapaksa is a failed man without political maturity. If he is a successful person he will never run the government but will not call us and give us ministries. But there is a problem here. Basil Rajapaksa is still in power in Pohottu.
If Gotabhaya Rajapaksa is somehow removed and Basil Rajapaksa becomes President, we will not even be able to imagine the fate that will befall the country.
As Malwatta Mahanayake Thibbatuwawe Sri Sumangala Nayaka Thera has refused to meet politicians, the Minister took action to visit the Ven.
