Wijayadasa Rajapaksa, Minister of Justice has been sent a proposal with 17 amendments and 7 additions to the 21st Amendment to the Constitution by the Independent Parties Coalition.
Bilateral agreements and bilateral agreements signed by the Government of Sri Lanka with any government that any citizen should have the opportunity to challenge the constitutionality of the bill before the Speaker within one month of its signing in the Supreme Court, if any amendments are made to any Bill in Parliamentary Committees. It proposes to add three clauses to the Bill, which must be submitted to Parliament for approval before it can be tabled.
Requirements to be submitted to Parliament for approval when changing the structure of a state-owned enterprise, and agreements relating to investments in strategically important national resources such as ports and airports, as well as in the establishment of joint ventures, may be referred to the National Planning Commission for approval. It is proposed that the scope of the agreement be expanded and that such agreements be submitted to Parliament for prior approval.
If any Minister inquires in writing on the basis of a decision taken by the Police and Public Service Commission stating that the Prime Minister should be a member of the National Security Council and that the President can only hold the Ministry of Defense, the Chairman of the relevant Commission is bound to give a written reply within two weeks. It is also proposed to add clauses that exist.
Athuraliye Rathana Thera (Wijayadharani National Council), Wimal Weerawansa (Jathika Nidahas Peramuna), Vasudeva Nanayakkara (Democratic Left Front), Udaya Gammanpila (PJU), Gevindu Kumaratunga (Duty National Organization), Prof. Tissa Vitharana (Lanka Sama Samaja) Party), A.L. M. Athaullah (National Congress) and Asanka Navaratne (People's Party of Sri Lanka) were also present at the meeting. Weerasinghe has also signed.
